Rub the effect in
Dry, with an applicator, in one direction until it stops looking dusty.

Paint it
Art gel for line work, detailing for fine strokes, solid cream for ombre.

Place the hardware
Glitter and charms set into a wet layer, then get encapsulated.

Right brush
A liner will not do a fan's job.

Seal it flat
Encapsulate, then level with a thicker top. Matte over chrome kills it.
